The Jamaican government has effectively ceded authority over certain neighborhoods known as "garrisons".

So perhaps Jamaica was always a fake state. Perhaps the British money-men always knew it couldn't govern itself, but for public relations benefit, the Brits pretended that they would be making a real country, and then they laughed up their sleeves as it degenerated into open warlordism (as opposed to politely concealed warlordism, with British overseers).
