    That article fails to mention two measures I've seen mentioned elsewhere
    1- retractable ladders are not standard issue. Many pirates use ladders that are welded in place. That needs to change.
    2- Barbed wire fencing (defending deck areas from boarding parties) is cheap and practical. It's not standard issue. That needs to change.
